Charade No. 22

My first's the foe of rats and mice,
My next you'll meet with in a fair;
My third of various form and price,
Oft decorates a lady's hair:
My whole, in foreign climes is said
To form a mansion for the dead.

My first's the foe of rats and mice (that's "cat", which is an enemy of rats and mice)

My next you'll meet with in a fair (this is trickier: it's the letter or word "a" which is part of "a fair")

My third of various form and price,
Oft decorates a lady's hair
(that's "comb" -- combs used to be worn in the hair, as well as to de-tangle it)

My whole, in foreign climes is said
To form a mansion for the dead.
(So we have "cat"+"a"+"comb" or "catacomb", a kind of underground cemetery that was mainly used by the Romans).
